Repercussions for rule breakers

What repercussions do clubs invoke when rules are broken?
How does your club stop people taking equipment out that they should not be doing so?
Saying no may not be enough for some so how do you stop it?

I have always just used first, apologized later. Come to think of it, there have never been any "repercussions" beyond maybe a reproachful look from an older member.

After me using a boat that I wasn't supposed to be using, a coach took every bow side rigger for pairs and hid them from everyone.

It may have been a reaction to me training when I felt like it, not doing tests unless I felt like it, being egregiously rude to him, and still beating most of his athletes.

Fortunately, our squad of old drunkards had the club hierarchy on side, and he left well before I did.
